I bet the relationship is probably like that between a quickly aging, drug-addicted and desperately insecure, but still relatively powerful diva and their handler/management team. But I'd bet that rather than go through the tedious process of ram-rodding legislation, firing 50,000 people, finding the toadies to replace them, tripling the size of ICE, deporting 20 million people, etc, that he would give the Project 2025 folks a rubber stamp.
