Pat, I'm all for stopping or minimizing terror. Personally, terror terrifies me. But clearly a credible fight against terror should be likened more to a large-scale international police investigation than a conventional war. To plausibly combat terror, the rational world requires an unprecedented level of international cooperation in intelligence collection and the like.
David you and I both know it'll be a cold day in Hawaii when we get international cooperation:):)

 We are substantially less safe now than we were on 9/12. You can dismiss me as a kumbaya-singing nincompoop, but you'll need to be a little more convincing if you really want to make a case for your positions.
