As usual, Dale, you get it exactly, unerringly wrong. The onnly time that psychological warfare operations targetted the US population even close to this extent was in the period 1947-1953, when Frank Wisner helmed the "Might Wurlitzer", with the specific intent of overestimating the Soviet Threat. Remember the "drop-drills"? Telling schoolchildren to hide under their desks in case of nuclear attack? Thank Frank.
